Welcome to Shopokov City!

Shopokov is a relatively young city of the Kyrgyz Republic. On February 25 1985, following a resolution of the Supreme Council Presidium of the Kyrgyz Soviet Socialist Republic, the town of Krasnooktyabrskyi was raised to the status of a city and renamed Shopokov. The city is the industrial center of Sokuluk Rayon of the Chui Oblast.

The city was named in honor of the Soviet Union hero Panfilovetz, Duishenkul Shopokov, a soldier who died on November 16 1941 defending Moscow during the Second World War.

The city has several important enterprises such as the manufacture of machinery, auto transport, processing industries, food production, geographical explorations and the Shopokov branch of the Joint Stock Commercial Bank ?Kyrgyzpormstroibank?. There are entrepreneurship support facilities, utilitarian and domestic services, educational establishments, healthcare centers, culture centers and sports facilities.

The city enjoys a favorable geographic location, situated near Bishkek, the capital of Kyrgyzstan. There is a railroad connecting Kyrgyzstan with other CIS countries and an international highway runs thru the city.

City profile


PHYSICAL LOCATION:

The City of Shopokov is situated some 20 km to the West of the Capital of Kyrgyzstan Bishkek and 38 km from Manas International Airport.

820m of northern part of the Bishkek-Osh highway passes thru the city, and in the south 3,650m of railroad. The railway station is located in the southwestern part of the city.

The city occupies an area of 525 ha, has 2,999 households, including 1,209 apartments of 48 multi-storey blocks of flats. Agricultural land makes up 51.5 ha, including 33.5 ha of irrigated arable land.

The city is situated on the northern slope of the Kyrgyz mountain ridge at a height of 740 m above sea level. The lay of land is flat. The climate is moderate to continental, the average annual temperature is 9??, the lowest temperature is recorded in January, -7??, the highest temperature 40??, occurs in July. The annual rainfall is 400 mm, where about 60% of this falls in the warmest season of the year.

The population of the city is 9,150, comprising 33 ethnic nationalities: Kyrgyz ? 2,704, Russians ? 4,906, Ukraines ? 752, Germans ? 296, Tatars ? 74, Kazakhs ? 35, Uzbeks ? 22, Turks ? 17, Dungans ? 15, Tajiks ? 10, Uigurs ? 6 and others ? 313.

In the city there are 15 large joint-stock industrial, construction, motor transport enterprises and firms, including: CJSC ?Kyrgyztorgmash?, OJSC ?Koshoi?, JSC ?Shopokov-Dan-Azyk?, JSC ?Avto?, JSC ?Motorservices?, JSC ?Kyrgyzaltyn?, Ltd liability company ?UPTK?, Ltd liability company ?Ata-Ltd?, Ltd liability company ?Manada?, Ltd liability company ?Toton-Sut?, Ltd liability company ?Detash?, branch of OJSC ?Kyrgyzpromstroibank?, other organizations.

The founding enterprises of the City are: Novo-Troitsky sugar factory, which today is the JSC ?Koshoi?, the construction of which has began at the end of 1930?s, the Sokuluk plant ?Trading Machinery?, the closed-end JSC ?Kyrgyztorgmach? was relocated from Penza of the Russian Kursk Oblast at the beginning of World War II.

 

The city enterprises manufacture the following products: saucepans and kettles, bakery ovens, electrical goods, beverage tanks, sugar, beverages, confectionaries, dairy products, detergents and other consumer goods.

In 2001 small and medium enterprises have produced goods and delivered services to the population totaling 15 million soms, in 2002 ? 16 million soms, in 2003 ?17.5 million soms.

In 2002 Shopokov came first in a National and Oblast competition among small cities of the Kyrgyz Republic, and was awarded Diplomas and monetary prizes.

In the city there are 17 shops and 53 commercial buildings and kiosks, 3 cafes, 3 canteens, 2 bars, 3 small mills, 4 different profiling workshops, 2 shops selling liquefied gas cylinders, 3 drug stores, 2 photo shops, etc.

The following tourist, social and cultural facilities operate in the city: 2 clubs, stadium, the sports and health complex JSC ?Koshoi? (swimming pool, sauna), 3 bath-saunas, 2 small markets, Family Group Practitioners (FGP), polyclinics, a museum, a hotel and the service center of JSC ?Kyrgyzstroimash?.

 

3. LOCAL SELF-GOVERNMENT STRUCTURE

The City Kenesh consists of 15 members, of whom Belokurov E.A. is the Chairperson. There are 3 permanent commissions established from these Kenesh members:

  • Commission on culture and sports, health, public education, youth and city improvement consists of 5 Kenesh members, Chairperson ? N.I. Saigadak.
  • Commission on social issues, law and order and environment protection consists of 5 members, chaired by V.C. Zinchenko.
  • Commission on budget, economy, market relations, finances, industry, trade, construction and transportation consists of 5 members, chaired by A.V. Demyanov.

The administrative commission works at the City Kenesh and is headed by the secretary of the city government B.C. Kakenova. The court of elders has 5 members and is chaired by K.O. Musuraliev.

Veterans, youth, women public organizations also operate in the city.

In October 2001 Shopokov City Government provided utility services to its citizens (water, sewerage, and solid waste removal) and was organized by the Shopokov City Improvement Center.

MAIN DIFFICULTIES:

  • 60% of premises of 2 schools require capital repairs;
  • Not enough school furniture;
  • Insufficient laboratory equipment;
  • Insufficient qualified teachers for the primary schools and in the lyceum;
  • Lack of computers;
  • Lack of sports equipment.

4.3. CULTURE AND SPORTS
The following offer recreational facilities within the city: club of JSC ?Koshoi?, municipal club on Geophysical Street, 2 municipal libraries in the ?Novostroika? residential area and a public library with a stock over of 27,000 books.

2 computer games shops, the beauty shop ?Pallada? are located in the city. The club of JSC ?Koshoi?, in conjunction with the City Government and participating sponsors, organizes holiday concert programs, free cinema shows, singing concerts, competitions such as ?Miss Shopokov? and exhibitions of handy craft and national art. The municipal club on Geophysical Street is rented out and on Saturdays there is a disco club.

The Museum of ?Fighting Glory? makes a major contribution to the patriotic, historical and cultural education of the younger generation, and is located within the city administration building. The museum is visited by schoolchildren, townspeople and city visitors.

During the summer months discos are held for young people, on the city park square (a 2 hectare area).

In the city park there is a sports stadium where rayon and national level competitions are organized. There is also the exercise and recreational center (FRC) of JSC ?Koshoi? which has a large indoor swimming pool, saunas, and sports equipment.

The city holds an annual sports competition between the work forces of various enterprises, which is dedicated to Kostyshyn T.V., an honored teacher of the Kyrgyz Republic

There are 3 sport halls operating in the buildings of secondary schools ?1, 2 and vocational school ? 106, where ?Tekwando? and volley ball are practiced, and a number of health groups.

MAIN DIFFICULTIES:

  • Due to a lack of funds the library cannot update its stock of books and literature;
  • Capital repairs are required for 2 libraries;
  • Public address systems are needed for conducting city events;
  • Fencing and seats are needed in the stadium.

4.4.HOUSING SECOTOR

There are 2,999 houses and flats in the city, of which 1,790 are individual houses, 48 are multi-storeyed (2, 5 storeyed) houses and 1,209 apartments.

The city is divided into 5 residential areas: the city center, ?Mirnyi? in the north, ?New construction? in the west, and in the south ?Southern? and ?Geophysics?.

In May 2003 the condominium ?Kyan? was established and includes the houses on Footballnaya Street, 2, 4, and 12 (164 apartments).

4.5. SOCIAL SAFETY

Shopokov city government carries out the delegated state authority on the execution of the national, oblast, rayon and city programs for the social support of Shopokov?s population.

Shopokov city government carries out the implementation of state programs for the support of needy people in the form of payments for utility and domestic services, for electricity, as well as medical services.

Shopokov city government addresses the issues of social protection and poverty reduction in cooperation with rayon department of social protection, the employment center, thru the chairpersons of street committees, members of the city Kenesh and the Veterans Council.

Shopokov city government performs the following functions:

  • Arranges privileges and benefits for citizens from the funds of the national and local budgets;
  • In cooperation with representatives of local self-governments and street housing committees, identifies categories of needy people, the most vulnerable groups of the population and thereafter issues social passports for these families;
  • Assigns state allowances for poor families with children;
  • Provides various kinds of services at home for lonely, elderly people and for the disabled;
  • Assists in arranging the necessary documentation for placing lonely and elderly people in old people?s homes;

For the 10 months of 2004, the material aid to 1,246 residents was provided amounting to 295.8 thousand soms, from the funds of the city government and sponsors.

Of the 5,156 able-bodied people of the population, 4,154 are employed. Today, 102 people are officially registered as unemployed. The unemployment level is 2% and the remaining 900 people are engaged in entrepreneurial activity at local markets.

In 2004, the ?Tan? Company (bottling of beverages) has been a major employer. In 2005, because of manufacturing expansion and the introduction new workshops at ?Ata Ltd.? and the firm ?Tan?, it is anticipated that an addition 300 jobs will be created.

The City Government and the Employment Center of Sokuluk rayon have made an agreement to attract unemployed people to public paid works.

4.7. MARKETS AND OPPORTUNITIES FOR commodity DISTRIBUTION

Shopokov City Government authorizes the opening and functioning of markets. Retail trades operate in 2 small markets in the central part of the city and in the neighborhood ?Novo troika?. In addition, there is a daily market in the center of Sokuluk village, some 5 km from the city. During the weekends in Sokuluk village there is a permanent market providing services to the whole of the rayon.

On the Bishkek-Osh highway 6 km east from Shopokov, in Voenno-Antonovka village, there is car and car-parts market and operates on Saturdays and Sundays.

There are 322 people engaged in entrepreneurial activity in 70 private shops and commercial kiosks in the city.

4.8. WATER SUPPLY

Drinking water supply is provided by the municipal enterprise Shopokov city public services and amenities center, which supplies water from the water source unit of JSC ?Koshoi?. 8,000.m3 of drinking water per day is supplied to 2,500 people of 17 streets. Water is also supplied to 16 enterprises, organizations and other institutions of the city.

In addition the improvement center provides drinking water from 2 wells by deep water pumps EZV-8 to 1,200 residents of 28 multi apartment residential houses of neighborhood ?Novostroika? and to 500 residents of the attached streets Zavodskaya, Oktabrskaya connected to this water pipeline.

In addition to this, drinking water is provided by the Kyrgyz geophysical expedition from a deep well (pump ???-10) to 242 apartments of the neighborhood ?Geophysics? and to 28 houses on the street Zheleznodorojnaya, in total 645 residents.

The rest of the residents (5,000.people) receive drinking water from deep wells of the enterprises JSC ?UPTK?, JSC ?Shopokov-Dan-Azyk?, JSC ?Kyrgyztorgmach?, ?Doolot? Ltd., SPK Shopokov, JSC ?Bereket? Shopokov Station and from a private entrepreneur A. Pisarchuk. The normal consumption of drinking water is 170 liters / day / person. The charge for water for 2004 was 3 soms for 1m3 (or about 15 soms per person per month), for enterprises 5.66 soms per 1m3.

The length of the water pipeline network is 45 km, the pipe diameter is 50-76 mm and 100-150 mm made from : cast iron metal. The water networks were constructed in 1940?s and 1970?s.

Water quality: Except for JSC ?Koshoi?, all the wells lack facilities for water disinfection and therefore do not provide the required quality for drinking water.
Financial situation of Shopokov city improvement center:
Actual revenues in 2003 were 277,300 soms, actual expenditures were 234,700 soms, a profit of 42,600 soms.
Irrigation water. Sokuluk rayon water unit (Raivothoz) provides services to all water users of the rayon and the city of Shopokov on contractual basis. It carries out the supply of irrigation water, makes repairs and cleaning of sewerage and drainage networks. The payment for these services is provided by the citizens of homestead lands. The condition of irrigation and sewage and drainage network of the city is in a satisfactory condition. However, there is no irrigation network in the central part of the city on the streets of Sovetskaya, Lenina, Footballnaya, Mira, Kievskaya, Moscowskaya, Zeleny alley and in the city park.

MAIN DIFFICULTIES:

  1. The population?s debt to the Shopokov?s City Improvement Enterprise for drinking water is 700,000 soms for 2001-2004.
  2. Deterioration of water supply network and stop valves, lack of valves to stop water loss. In emergency situations the water supply unit and wells have to be shut down.
  3. Lack of a mobile workshop with welding equipment for repairing water pipes and an excavator.
  4. It is necessary to replace 6,000m of metal pipes of diameter of 50- 76 mm and 114 mm and to install five wells with a stop valve.

4.9. SEWAGE
City sewerage network of 25km length was built between 1960 ? 1983 and is served by the following enterprises: Shopokov city improvement enterprise - 20.5km; Kyrgyz geophysical expedition ? 3.5 km; JSC ?Koshoi? - 1 km.

The payment rate for the population for 1 m3 is 2.64 soms and for enterprises 5.76 soms. 1,288 apartments use the sewerage services producing 66,000 m3 of sewage every year, and 16 organizations 33,300 m3 of sewage a year.

The condition of sewage networks is satisfactory.

The sewerage treatment station was built in 1961. The main cleaning facilities are situated in Gavrilovka village. The station began operating in 1984 and has a full designed capacity is 10,000 m3 of sewage per day. In 1996 the cleaning facilities became municipal property and on November 25 2004 were transferred to Shopokov City Improvement Enterprise. The facilities are currently rented by ?Zodiac Agrostori Ltd.?.
For 2003 the actual revenues for sewage water cleaning were 343,000 soms, actual expenditures were 406,400 soms and losses were 63,400 soms.

MAIN DIFFICULTIES:

  1. There are large debts of the population for the period between 1996-2004 to the amount of 456,600 soms. Organizations owe 71,500 soms;
  2. Repairs of sewerage treatment station are required: rehabilitation of the hydro isolation internal and external walls, receiving chambers, etc.
  3. In the main purification facility, the production building ?soft roof? needs to be replaced with slate because of water leaks and the danger to electrical equipment (electric control unit, electric engines, and transformer substations).
  4. Repairs of 2 blowers are needed. There is only one in working condition. Replace 2 electric engines ???-120/9-45 KVT, ??-161/80-50 KVT.
  5. Partial replacement of metal pipes with the diameter 500 ?? is required and 200 meters of sewage discharge manifold. Constant breaks occur in the pipes creating an ecological threat to the population and Gavrilovka village.
  6. It is necessary to rehabilitate 350 meters of water networks with a diameter of 50 ?? for supplying water into the production building as the air blowers cannot operate without a water supply.

4.10. ELECTRICITY SUPPLY
Electricity supply in the city is provided by a subdivision of the JSC ?North electo? of the Sokuluk Rayon Electric Station.
The length of city overhead lines of VL-04 KVT is 68 km, the number of transformer substations is 40.
Rates for payment by the population are: up to 150 KVT- 0.43 soms, more than 150 KVT ? 0.80 soms and for enterprises 0.80 soms plus 20% VAT.
The population?s debt as of Dec. 2004 is 1.2 million soms and from enterprises is 100,000 soms.
Sokuluk rayon electric station is not administered by Shopokov city and so financial information is not available.

MAIN DIFFICULTIES:

  1. Installation of 3 additional substations is required: on Zavodskaya Street, Secondary School # 2, neighborhood ?Novostroika?.
  2. No street lighting in the suburbs of the city. Needed 5 km of aluminum wire of 10 ??2 and 200 lamps and 5 electricity meters.

4.11. COMMUNICATION
Shopokov?s telephone communication services are being provided by the Sokuluk department of the Chui oblast department of JSC ?Kyrgyztelecom?.

The capacity of the digital telephone network in Shopokov, at the Telephone Exchange (ODEX-100), is 1024 telephone numbers, the actual used capacity is 700 subscribers. 2 public telephone booths are installed at the exchange.

There are 3 post office departments in the city dealing with the acceptance and delivery of mail, money transfers, subscription and delivery of newspapers and magazines, and payment of pensions and allowances.

MAIN DIFFICULTIES:

  1. Insufficiency of capacity of trunk and distribution lines to increase the number of subscribers.
  2. Premises of ?2 ? ?3 post office departments require capital repairs.
  3. Lack of computer equipment.

4.12. SOLID WASTE MANAGEMENT
In Shopokov, solid domestic waste removal services are provided by Shopokov city improvement center. The removal of solid domestic waste is removed from 48-multi unit residential houses and 54 streets of private dwellings. 8,000 citizens use the services of the center twice a week. The payment rate for one person is 6.5 soms a month.

In the neighborhood of ?Geophysics? (160 flats, 500 residents) the removal of solid domestic waste is performed by the Kyrgyz geophysical expedition once a week. The rate for waste removal for one person is 4.5 soms a month.
Annually 3,000 m3 of solid waste is being removed. Street cleaning is done by hand. The waste is transported to the rayon dump in Aral village which is located some 7 km to the northwest of the city. The dump is owned and operated by JSC Sokuluk utility enterprise, the payment for one truck of waste is 60 soms. There are 2 trucks (GAS-53) for solid waste removal by the Utility enterprise.

Actual revenue of the enterprise on solid waste removal for 2003 was 140,200 soms, actual expenditure was 144,900 soms, and losses were 4,700 soms.

MAIN DIFFICULTIES:

  1. 200 trash containers are required and the purchase of specially adapted vehicles such as excavators and trash removal trucks.
  2. Population?s inability to pay for services
  3. Lack of own city dump for solid waste.
  4. Population?s current debt for solid waste removal is 15,000 soms.

4.13. LAND USE PLANNING (PERMITS)
The Land department and registration of the rights to immovable property of Sokulul rayon performs registration of rights to immovable property (real estate). The department consists of two offices: land use and the office for the registration of rights to immovable property. In 2001 Shopokov city, according to the state register, registered 4220 property rights. There is one specialist staff member of the city government responsible for dealing with the preparation of documents for land use issues.

Land use planning, permission for development.
Department of architecture and construction of Sokuluk rayon deals with the preparation of authorization documentation for designing, construction and re-profiling of buildings.

Time and costs for receiving permission documents for construction according to the Government Resolution of the KR # 57 as of 03.02.2002 were as follows:

  1. For capital construction ? 53 days;
  2. For individual ? 19 days;
  3. For re-designing ?27 days;
  4. For capital construction on investment projects ? 63 days.

MAIN DIFFICULTIES:

    1. Lack of a master plan for future development of the city of Shopokov.

4.14. HEATING
The central heating supply for 160 apartments (500 residents) in residential area ?KGFE? is provided by the gas heating plant MPO ???? ? ? (Inter industrial Entity on Heat Supply and Drainage System) of Belovodskoye village and which owned by the state.
3 boilers were switched to gas in 1990, networks with a length of 3.4 km of the diameter 76-100 ?? were put into use in 1960-1990.
Payment rates for the population are 390 soms for 1 GIGO calorie (12 soms for 1 ?2 a month), and for enterprises 1,360 soms for 1 GIGO calorie.
For the rest of the city, heating is provided by an internal ?fire place?, gas or electricity, (8,500 residents use gas).
Financial data for the enterprise MPO ???? ? ? is not possible as it is administered by another rayon.

MAIN DIFFICULTIES:
1. Deterioration of pipelines and fittings.
2. Untimely payment for services by consumers, debt for 01.12.2004 was 459,789 soms.

4.15. ROADS
The length of the streets and roads of the city is 55.6 km of which 33.5 km are asphalted. All the roads are maintained from the local budget and sponsors.
Road conditions: 20% of roads ? 11 km asphalted but require repair; 30% of roads are gravel covered and need refurbishment and leveling.

From east to west the city is crossed by a major highway of national significance, the Bishkek-Chaldovar, with the length of 0.82 km. From south to north thru the city the road of rayon significance, the Shalta-Shopokov-Romanovka, with a length of 25 km, this is maintained by the Road Department ?1 of Kun-Tuu village.

MAIN DIFFICULTIES:

    1. Insufficient fund allocation for road maintenance from the city local budget.
    2. Because of sugar beet processing of JSC ?Koshoi? the roads are badly deteriorated by very large trucks, but the tax road paid by ?Koshoi? goes to the National budget, not the local.

4.16. GAS SUPPLY
Gas supply is provided by the Chui department of gas - 964 subscribers: at neighborhoods ?KGFE?, ?Novostroika?, Zheleznodorojnaya street, Streets Mira, Kievskaya, Moscowskaya, Footballnaya.
It is necessary to build gas pipe line to Footballnaya Street 2,4,12,14 and others.
The cost of 1 ?3 of gas to the population is 3.08 soms, for enterprises 3.39 soms.
The debt of the population is 48,000 soms.

MAIN DIFFICULTIES:

  1. Lack of sufficient funds from residents to supply gas to their flats and houses.

4.17.TRANSPORATION
Railroads
A Kyrgyz railroad passes thru the southern part of the city. Shopokov Station is situated 3 km from the city center. The railroad station was built in 1932 and was called Novo-Troitskaya, in 1965 it was renamed Shopokov Station. The railroad connects Bishkek with the Republic of Kazakhstan. It has 4 rail tracks, with on average 750 wagons pass thru a month.
There is a passenger platform for long distance trains. From 1994 Shopokov Station was transferred to the management of the Department of the Kyrgyz Railroad and today there are 15 staff members.

There are 9 main companies operating at the station:

  1. JSC ?Beloil Sintez? - delivery of liquid gas;
  2. JSC ?Shopokov-Dan-Azyk? reloading, storing, calibration of corn, wheat, center for receiving sugar beet;
  3. JSC ?Koshoi?- receiving sugar beet, distribution of sugar;
  4. LTD ?Azamat? - has containers for oil products discharging
  5. JSC ?Kyrgyzoilgas? (terminal base of ?Neftyannik?) ? has frame crane, steel loading;
  6. JSC ?Kyrgyz-Altyn?- has storage facilities, terminal base and also they receive raw materials and export detergents of ?Detash Ltd?
  7. JSC ?Kyrgyztorgmach? has a frame crane, export of food kettles products;
  8. ?Bereket? has large indoor premises for storage;
  9. KSC ?Chui USM? - has a platform for bitumen discharge.

Public transport:
As of December 1, 2004 there are 25 buses in JSC ?Auto services? including:
LAZ-695? ? 19 units, PAZ-672-9 units, PAZ-3205-5 units, KAVZ, TARZ-2 units.
JSC ?Auto services? provides services under a contract with Chui Oblast transportation inspection concluded as the result of an open tender competition for local bus routes:

  1. Kara-Balta-Sokulul-Shopokov- Bishkek
  2. Nationalnoye ? Sokuluk ? Shopokov? Bishkek
  3. Asylbash-Sokuluk-Shopokov-Bishkek
  4. Plodopitomnik ? Bishkek - Prodopitomnik
  5. Jylmash - Sokuluk ? Shopokov? Bishkek
  6. Tosh-Bulak - Sokuluk? Shopokov? Bishkek
  7. Sokuluk? Shopokov - Bishkek
  8. Shopokov ? Sokuluk ? Sokulul poultry factory

 

Of the above routes, according to the current rules of public transport, route # 8 Shopokov ? Sokuluk ? Sokulul poultry factory has been confirmed and rates agreed with Shopokov City government. The remainder of the routes is controlled by Chui Oblast transportation inspection thru the rayon state administration.

Shopokov City government directly manages public transport routes through the city of Shopokov.

MAIN DIFFICULTIES:
1. Low profitability of the public transport;
2. High competition when compared with minibuses.

JSC ?Auto?- transport enterprise is one of the large enterprises in the Kyrgyz Republic. It has automobiles KAMAZ 5511 auto dump-trucks ?22 units and KAMAZ 5410 semi-trailer ? 14 units for cargo transportation within the country.

4.18. ENVIRONMENT
The inter rayon inspector of oblast department of environment deals with the issues of nature protection and the environment within the territory of Shopokov city, in addition there are 2 inspectors from the State Forestry of the Kyrgyz Republic and State Control Service and Protection of flora and fauna.
Every year in spring and summer monthly events are held to clean and replant in the city.
Such events on city improvement are arranged and approved by the Presidium of Shopokov City Government.

MAIN DIFFICULTIES:
1. Lack of a water irrigation system in the center of the city, especially during the summer;
2. Lack of finance for cleaning, planting and trash removal.

4.19. CIVIC DEFENSE (CD)
The following units are available at the department of Civic Defense of Shopokov City Government: CD office, emergency provision services, food and food supply, announcements and communications, engineering patrol, and protection services such as the fire brigade, group for fauna and flora protection, civic order protection group and a sanitary unit.

Actual expenditure in the budget for 2003 was 6.7 million soms including 1,023,000 soms for utility services and 4,703,000 soms for education. For 2004 the initially approved plan on revenue was 5.7 million soms and approved expenditure on utility services of 123,000 soms and 3,637,000 soms for education.

7. NGOs AND COMMUNITY BASED ORGANIZATIONS

In the city, since 1996 the public humanitarian fund ?Araket? has supported innovations and improvements to the secondary school ?1.

From 1999 the ?Sokuluk youth fund for social and legal education? has been operating, providing social and legal assistance, civic education to the younger generation.

In January 2004, a ?Business incubator? was established and is operated by the Congress of Women of Kyrgyzstan, providing training on basic economics for private entrepreneurs, intermediate services for preparing business plans, to assist in loan applications, computer courses and other services.

8. OTHER

Within the territory of Sokuluk rayon, the newspaper ?Public tribune? is issued once a week in Russian, with a circulation of 1,250 copies. The newspaper ?Eldik Jarchy?, in the Kyrgyz language, has a circulation of 1,250 copies every week on Saturdays.
