Welcome to Kochkor-Ata!

Appearance of Kochkorata City harks back to its early origins when the Isbastken oil deposit was discovered. The town has grown from a small tent settlement of 50 years ago to a relatively large and pleasant city with a total area of 485 hectares. It has a multi-national population of over 16,000 people.

The countryside where the city is located is relatively flat. The Osh-Bishkek highway that passes nearby, leads to the city of Jalalabad some 56km away, the center of Jalalabad Oblast.

Today the city is one of fastest developing and improving cities in the south of Kyrgyzstan.

JSC ?Kyrgyz oil gas?, JSC ?Kyrgyz geophysics?, JSC ?Kochkorataaiylkurulush?, Ltd.?Oka-ceramics? are the main industrial bases of the city.

Thanks to the favorable investment climate of the city the Chinese national oil company, Australian Oil Company ?Canaven?, Kyrgyz-Canadian joint venture ?Kyrgyz Petroleum Company? cooperate with the many city industrial enterprises.

There are many hot water springs in the area and the ?Regional Center of Health Rehabilitation? harnesses these waters to provide medical services to people of the whole region.

City profile


  • GENERAL DATA

Kochkorata was established in 1952 and on June 1st 2003 it was designated a city. Today Kochkorata is the center for oil and gas excavation. It is situated along Osh-Bishkek highway, some 525 km from Bishkek, 56 km from the Oblast Center, 13 km from the Rayon Center and 16 km from the border with Uzbekistan.

CITY GeOGRAPHY
To the east of the city lies Nooken village and to the south Moscowskaya village. The countryside in which Kochkorata is situated is mainly flat (600-800 meters above the sea). The climate is classified temperate-continental. The winter is temperate warm and the summer is dry and hot. The average temperature in January is -2 to -4 ?? and in July about +30 ??. The annual precipitation is 300 - 400 mm.

The size of the population at the beginning of 2003 was 16,831 people, comprising: Kyrgyz ? 11,344 (67.4 %), Uzbeks ? 4,342 (25.8 %), Russians ? 202 (1.2 %), other nationalities ? 943 (5.6 %).

JSC ?Kyrgyz oil gas? and JSC ?Anar? were the main city founding enterprises where in total more than 5,000 people were employed.

Today JSC ?Anar? is at the point of bankruptcy and the milk factory is not being operated at full capacity.

However, JSC ?Kyrgyz oil gas?, brick making plant ?Oka-Ceramics Ltd.? and the flour factory are prospering. Small to medium businesses are rapidly developing.

Industry. The volume of industrial output in 2004 was 468,080 thousand soms. On the basis of information from enterprises, an increase in manufacturing is forecasted. For the following years: in 2005 - up to 468,000 thousand soms, in 2006 - up to 468,320 thousand soms, and in 2007 - up to 468,450 thousand soms.

As of 01.01.2005 there are 4 industrial enterprises operating in Kochkorata: JSC ?Kyrgyz oil gas?, JSC ?Kyrgyz geophysics?, JSC ?Kochkorataaiylkurulush?, Ltd. ?Oka-ceramics?.

Alongside these large enterprises, the flour factory ?Bolot? and the milk factory ?Tilek? are developing strongly.

 

Construction. The construction company JSC ?Kochkorataaiylkurulush? operates in the city where about 120 people are employed building schools, irrigation networks, capital repairs of hospitals and other social facilities.

The city government is responsible for maintenance, repair and use of educational institutions. The rayon department for public education is responsible for educational issues. In the city there is a technical college of Jalalabad State University where 43 teachers are employed and the technical vocational school ? 77 where 29 are employed.

4.2. HEALTH

There is a regional hospital in the city, a FMC (family medical center), Regional center for health rehabilitation and MSEC (medical social experts? commission).

The hospital provides services to Kochkorata, Mambetov, Burgandin, and Dostuk villages. The total number of people in the whole region is 47,429. There are 200 beds. There are 29 doctors, 97 nurses and 120 sanitary specialists. In 2004 the hospital provided health services to 4,742 people.
30 doctors work in FMC, 87 medical personnel, and 18 nurses. In 2004 the FMC served 9,897 people.

The regional center for health rehabilitation has 105 beds (neurological - 65, gynecological - 20, children?s psycho neurological - 20), providing specialized medical aid to neurological and gynecological patients to the southern region of the country. There are 8 doctors, 31 nurses, 16 junior personnel and 20 maintenance personnel.

Immunization and mortality: There is no maternal mortality, only 6 infants under the age of 1 died in 2004.

MAIN DIFFICULTIES:

  1. Insufficient number of Ambulance vehicles.
  2. Insufficient funds for capital repairs of buildings and other premises.
  3. Insufficient budget funds for purchasing medicines and medical equipment.

4.3. CULTURE AND SPORT

There are the following cultural and sport institutions in the city:

  1. Children?s sports school attended by 148 students. The following sport activities are available: football, boxing and wrestling
  2. Music school - 218 students. Classes for: comuz, piano, composing and dancing classes.
  3. Children?s Creativity House ? 180 students. Classes for: dancing, knitting and singing.
  4. 155 students attend the following classes in the fine arts school: fine arts, sculpture, modeling and graphics.

 

There is a culture and recreation park in the city with a total area of 6.1 hectares, with central streets, boulevards, alleys that are all municipal property of the city government. The central city stadium ?Neftchi? was reconstructed in 2002 and is on the balance sheet of JSC ?Kyrgyz oil gas?.

The city children?s library is located in a boarding school. The total library stock is more than 25,000 books.

MAIN DIFFICULTIES:

  1. Children attend schools in 3 shifts because there are insufficient places. One additional school should be build.
  2. Low wages, lack of employees with a knowledge of Information Technology, foreign languages, physics and chemistry.

4.4. HOUSING SECTOR

The city government considers all issues of housing within the specially establish housing commission. All the issues related to residents and housing sector, utility services and heating provision is provided by the ?Jylyuluk? enterprise. In total, the housing sector has 4,109 yards, out of which 89 are apartment residential houses.

19 condominiums have been established in the city comprising 66 houses. Also there are 7 block committees and 73 street committees in the city. 33 facilities are administrative and social buildings.

MAIN DIFFICULTIES:

  1. Insufficient financing from the housing fund has led to poor maintenance in multi-storied houses.
  2. High debts of the population for supplied utility services
  3. Lack of financing for capital repairs of roofs, entrances of multi-storied houses. 68 houses need capital repairs of roofs and inter-housing utility services such as electricity, heating and water.

 

4.5. SOCIAL Security

Nooken Rayon Department of social security of the population and the Department of social assistance of Kochkorata City Government are responsible for the implementation of national, rayon and city programs for social support of the population.

There are support programs for the poor of the population in the form of compensations for housing and utility services. There are different types of privileges for the disabled, veterans of World War II. Afghan war veterans, Chernobyl?s veterans and lonely city pensioners.

In 2004, 1,437 citizens and various social and cultural enterprises received money from the city budget amounting to 660,185 soms. Businessmen provide similar aid and sponsorship to poor families.
In 2004, 5 self-help groups were established and 1 credit union ?Beta-Nooken? that also deals with the issues of social security in the population.

Other institutions of social security
There is a boarding house for elderly people in the city, an employment center department, the public associations ?Finbeks?, ?Akmaral-South? and an NGO ?Komokchu?.

4.6. MARKETS AND OPPORTUNITIES FOR DISTRIBUTION

The city construction council authorizes the allocation and opening of retail trade points of areas up to 150 m2, for over 150 m2 the permission is given by city construction council for the rayon. 4 markets, of which are 2 grocery markets and 2 are textile markets. The markets are privately owned. In addition, there are 66 small to medium size business enterprises in the city (shops, canteens, cafes, hairdressers, etc.), 4 small mills, 2 butter-making factories and 1 gas station.

 

4.7. POPULATION EMPLOYEMENT

The population employment rayon department operates in the city. In 2004, 194 unemployed were registered, of whom 87 citizens received the status of unemployed. 59 unemployed people were given public works jobs. 117 people were later employed, of whom 104 unemployed were employed as a result of new vacancies. 325 unemployed people were registered in the beginning of the year, 260 remain unemployed and 31 of them received unemployment welfare.

4.8. WATER SUPPLY

JSC ?Kyrgyz oil gas? provides the water supply thru the central water network to Kochkorata. Drinking water supply is provided from the main water reservoir located 6.4 km from the city. The reservoir was completed and put into operation in1958. The water to the city has to be pumped to three elevations (?uphill?) and this has driven up the cost of drinking water. Electricity is being consumed 3 times more than normal for 1 m3 of water (i.e. 7.2 soms/ 1m3).

The tariff for the population for 1 m3 is 6 soms, for organizations for 1 m3 is 7.2 soms.

The length of the water pipeline network in the city is 1,267 km. These water pipelines have been in use for over 35 years. The demand for drinking water in 2003 was 5,591 m3 a day. The capacity of the supply of water from the existing reservoir is 28,800 m3 a day.

Actual revenue for 2004 was 4,768.4 thousand Soms, expenditure was 6,962.4 thousand soms, losses were 2,194.0 thousand soms.

 

MAIN DIFFICULTIES:

  1. High cost of water caused pumping the water and this requires electricity, which adds to the cost.
  2. High debts because of high water tariffs (debts for 2003 was 1,267,567 soms).
  3. Deterioration of water networks built in 1950-60s. About 80% of the water network needs repairs
  4. Deterioration of equipment and pumps
  5. Lack of water usage meters.

4.9. SEWerAGE

The water supply and sewerage department of JSC ?Kyrgyz oil gas? provides these services to the city. 21% of the population is covered by the city central sewage system. The remainder of the population uses septic pits or yard toilets.

Industrial and domestic enterprises use these services on a contractual basis.

Actual expenditure for 2004 was 562.0 thousand soms, revenue was 449.6 thousand soms and losses were 112.4 thousand soms.

Tariff for the population is: 1 m3 costs 4 soms and for organizations 1 m3 costs 4.8 soms.

Sewage treatment plants
Sewage treatment plant was put into operation in 1965. The capacity of the sewage treatment plant is 690,000 m3 a year. At the sewage treatments plant there are pumps, primary and secondary sedimentation tanks where mechanical disposal of sewage waters is made. Biological disposal is not provided. The sewage treatment plant is equipped with three sewage pumps with a capacity of 150m3 an hour (F-150-30 brand). The Chlorination plant is equipped with three tanks, which require replacement due to their long use.

MAIN DIFFICULTIES:

  • Sewage treatment plant was built in 1965 and is currently obsolete.
  • Repairs to the sedimentation tanks and sewage networks are required.
  • It is necessary to purchase two sewage pumps of brand F-150-30.
  • Physical deterioration of sewage pipes.

4.10. heat

Enterprise ?Jyluuluk? provides heating services to the city, which is a departmental subdivision of Jalalabad Enterprise ?Heat supply?.
Number of subscribers: 15 houses ? 720 apartments and 4 enterprises.
In 2004, the actual revenue was 1,343.4 thousand soms, actual expenditure was 1,743.4 thousand soms and losses were 400.0 thousand soms.
The majority of organizations and enterprises have converted to independent heating supplies because of potential cost savings and the unreliability of the central heating plant.
Tariffs for the population: 1 GOGO Calories ? 405.6 soms, for organizations: 1 GOGO Calories ? 1,442.82 soms.

MAIN DIFFICULTIES:
1. Insufficient funds for repairing the heating boilers and main heat and hot water transmission pipes.

4.11. ELECTRICITY SUPPLY

The electricity supply is provided by Kochkorata RES, which is a subdivision of Nooken Rayon RES. There are TP and KTP on the balance sheet of the RES to the amount of 82 units. High voltage line of KVT (Volts) is 34,705 meters long.
Numbers of subscribers is 4,355.
Tariff for the population: up to 150 KVT ? 0.43 soms, over 150 KVT ? 0.80 soms and for organizations and enterprises 0.80 soms + 20% VAT.

MAIN DIFFICULTIES:

  • Lack of transformer substations.
  • High debts of the population amounting to 1,200.0 thousand soms for 2003-2004.

 

4.12. GAS SUPPLY

Gas sales department provides the gas supply, which is a subdivision of JSC ?Kyrgyz oil Gas?.
The total length of gas pipelines is 103 km with 34 regulation points. Number of subscribers is 3,507.
In 2003, 2,272,000 m3 were supplied to the population.
Tariffs for the population: 1 m3 ? 1.43 soms and for organizations ? 1.73 soms.

MAIN DIFFICULTIES:
1. It is necessary to install 1,100 additional gas meters.

4.13. SOLID WASTE MANAGEMENT

Municipal enterprise ?Tazalyk? of the city government provides services for city trash removal and cleaning, employing 9 staff. Available equipment includes: 1 tractor and 1 truck. The trash of the city is removed every day in 3 runs, 2 runs by the truck (GAZ-53) and 1 run by the tractor (?-40).
The central city dumps are located to the north of the city, 5 km away. These dumps are periodically ?re-cultivated? using existing resources. The dump is on the balance sheet of the ?Tazalyk? enterprise.

The sanitary cleaning enterprise provides services mainly to multi storieded houses and the central streets of the city.

The number of subscribers is 7,500 people.

Tariff for one resident is 6 som, for enterprises ? 686.08 som per a single collection.
In 2004, the actual revenue was 280.0 thousand soms, actual expenditure was 240.0 thousand soms and profits were 40.0 thousand soms.

MAIN DIFFICULTIES:

  • Lack of specialist equipment.
  • Low solvency of the population resulting in non-payments.

 

4.14. TRANSPORATION AND AUTO ROADS

Auto roads
The length of the roads on Kochkorata is 104.6 km, of which 32 km is asphalted and 72.6 km are gravel roads. There are 4 bridges and 3 sets of traffic lights. Internal city roads are of local significance and are maintained by and at the cost to the city. Bishkek-Osh highway runs thru the city to a length of 2 km. The road layout in the city is rectilinear. The Ministry of Transport and Telecommunications of the Kyrgyz Republic is responsible for road maintenance.
MAIN DIFFICULTIES:
1. 75% of city roads, sidewalks require capital repairs. Periodical repair of potholes does not provide adequate results.

      • Lack of money for road repairs.

Transportation
The city has a bus station, which is in private ownership, operates daily and nightly. The bus station provides bus services to other cities and countries.
Private licensed individuals deal with passenger (e.g. taxis) and freight transportation in the city.
The city government allocates special parking lots for city transport

4.15. COMMUNICATION
Kochckorata communications department of JSC ?Kyrgyztelecom? operates in the city. The number of telephone subscribers is 730. Since 2004, ?BITEL? the cellular mobile network has operated in the city. Mail services are provided by the Nooken rayon mail communication department of ?Kyrgyzpochtasy?. JSC ?Kyrgyztelecom? provides Internet services.

MAIN DIFFICULTIES:

  • Out of the 730 telephone numbers 60 are inoperable.
  • Due to deterioration of cables 50 numbers had to be renewed. 3 km of cable needs repairing.

4.16. LAND USE PLANNING and authorization

The city architecture department approves all applications for redesigning and new constructions in the city. Time and costs required for receiving permission documents for construction according to the Government Resolution are set as follows:

  • For capital construction? 60 days
  • For individual housing construction ? 45 days
  • For redesigning ? 30 days
  • For capital construction for investment projects ? 90 days

 

The master city architectural plan of Kochkorata was designed in 1986 by the design institute ?Kyrgyzgyprostori?. In the climate of intensive construction, it is urgently required to develop, approve and bring up to date a new master city plan, taking into account the future aspirations of the city and its development.

MAIN DIFFICULTIES:

  • Lack of funds to develop a new master city plan.

4.17. CIVIC DEFENSE (CD)

The CD of the city includes transportation and technical city service, engineering service, medical service, fire service, flora and fauna protection service, service for energy saving and black-out prevention, announcement and communication service, public order protection service and logistic supply service.

4.18. ENVIRONMENT

The municipal service for city improvement and greening employs 12 people and deals with the issues of improving the city appearance and city greening.

MAIN DIFFICULTIES:

  • Lack of a water irrigation system in the city causing planting problems.

 

5. MAIN INDEXES OF THE CITY BUDGET

The draft of the city revenue budget for 2005 fiscal year was calculated based on the forecasted indexes of the plan of socio-economic development for the city, by the sate tax inspectorate and the city statistics committee. All city enterprises and institutions assisted in the development of the revenue forecast for the city.

Also studies were undertaken on the dynamics of revenue payments received in the period 2001-2004.

According to the calculations, the forecast for tax and non-tax revenue in 2005 is 2,006.3 thousand soms, including local taxes of 1,169.3 thousand soms, non-tax receipts of 225.1 thousand soms, grants and transfers of 611.9 thousand soms.

The project budget for 2005, deductions from the overall state taxes and revenue from special means funds are not foreseen.

In the city draft budget the receipt of categorical grants for financing of salaries and social funds, and deductions for secondary school employees have been foreseen. The amount of categorical grants is 335.4 thousand soms.

7. NGOs AND COMMUNITY BASED ORGANIZATIONS
As of 01.12.2004 there are 9 registered NGOs. The main areas of activity are the support of disabled people, women entrepreneurs, youth, civil rights and culture. There are 5 mosques in the city.

8. OTHER
The city does not have its own newspaper but the rayon newspaper ?Nooken janyrygy? in the Kyrgyz language has a circulation of 1,200 and is issued 3 times a month.
