Kerben has been founded in 1930 in Jalalabad oblast. On October 4, 2004, a town was granted the status of rayon subordination. The town is located in the northwest part of the oblast some 220 kms from the regional centre Jalalabad and 60 kms from the Tashkumyr town railway. Kerben town borders to the east with Djergetal ayil okmotu, in the south with Koshdobo ayil okmotu, in the north with Kashkasuu ayil okmotu and in the southwest side with the Republic of Uzbekistan.
There are 7 settlements within the territory of Kerben town. They are: Kerben, Kulukdobo, Akdobo, Djetigen, Kurulush, Ustukan and Mamay.
Kerben is located in the center of Aksy rayon, at a height of 1,200 meters above sea level. The lay of the land is mainly flat. The climate is classified as continental. It is quite cold in winter and hot in summer, the average annual temperature is +12˚C.
The total area of a town covers 98.5 hectares. There are 5,782 hectares of agricultural land (this includes 2,949 hectares of the Land Redistribution Fund) comprising:
1. Arable lands 528 hectares (out of them 234 hectares are irrigated grounds, 294 hectares are dry lands)
2. Private sites 2,658 hectares
3. Other lands 175 hectares
POPULATION. The population of Kerben town including the adjacent ayil okmotus totals 22,408 people or 11.2 % of the regional population as at January, 1, 2004. The urban population is 13,433, rural is 8,975. Representatives of about 19 ethnic groups live in the town, including: Kyrgyz ? 19,943 (89 %), Uzbeks ? 1,994 (8.9 %), Russians ? 314 (1.4 %), others - 157 (0.7 %).

There is a recreational park with an area of 3 hectares. The park attractions were repaired with the support from enterprises, organizations and educational institutions. There is a house of culture, which is owned by the municipality, with a staff of 32; a musical school and also a cinema (?Altyn Kazyk?).
MAIN CHALLENGES:
1. There is a need for a public address system with power of 1 kw to support functions held in the stadium and in other open areas, and sound recording equipment for organizing a studio.
2. The central library needs a major overhaul, computerization and the means for updating the book stock with modern educational and fiction literature.
3. The recreation park needs a major overhaul. It is necessary to purchase several new attractions to provide the population with more variety.
4. Construction of a building for the town Registry office is required. At the present time the rayon registry office rents premises which are not suitable for it to carry out its work properly.

Housing and communal services serve 19 multi-stored houses, 285 apartments; the total area is 14,250 m2, a total floor area of 10,687 m2.
There are 5,240 individual houses with the total area of 324,880 m2, floor space of 216,586 m2. There are 5,808 court yards.
MAIN CHALLENGES:
1. High debts of the population for services provided, totaling 2,752 thousand soms.
2. Shortage of money for the repair of roofs of multi-stored houses and engineering equipment (replacement of pipelines, latches, gates, heating systems).
4.5. SOCIAL PROTECTION
Responsibility for the performance of republican, oblast and rayon programs for social support of the population is assigned to a regional management office

There is a program aimed to support the needy of the population by the indemnification of payments for household services, payments for electricity, and also there is a program for health services.
The amount of financial support to the townspeople in 2003, was 2,500 thousand soms, about 11 % of this sum was allocated from the town budget.

To support jobless citizens, Credit Unions, Kyrgyz Finance-Agricultural Company, Financial Company and MPE (Management of the Population Employment) pay out micro-credits. In 2004, 52 jobless citizens were given micro credits worth 260 thousand soms. One of the basic stratagems is develop an active policy in a labor market to create new workplaces. Despite limited financial resources, the town administration takes measures and assists enterprises and organizations in the creation of workplaces for the unemployed and people facing difficulties in finding jobs. 4.7. THE MARKETS AND OPPORTUNITIES FOR DISTRIBUTION
Town administration authorizes the opening and functioning of markets.
Retail trade is conducted in 3 stationary markets and 2 mini-markets (on private property), and also in about 15 shops. More than 650 people are engaged in businesses of the markets in the town. The retail sales turnover for 2003 was 112.4 million soms or 111.2 % up on the corresponding period of the previous year.
4.8. WATER SUPPLY
Kerben "Gorvodocanal" is a self-supporting enterprise providing drinking water and managing all aspects of the supply to the population of the town. The number of consumers is 1,177, comprising: population ? 1,100, enterprises within households - 48, industrial enterprises - 29. Assets of Gorvodocanal amount to 4,568.0 thousand soms.
The town is provided with drinking water by a single water-intake which passes through Uzbekistan as a water pipeline of 10,540 meters. The length of the water supply system in the town is 49 kms. The first water pipelines were installed in 1958. Nowadays, the level of deterioration is between 50-60% of the total. The quality of drinking water provided by "Gorvodocanal" meets standard requirements of Construction Norms and Rules 214-559-96.
THE FINANCIAL CONDITION OF GORVODOCANAL:
The actual income for 2004 was 641.2 thousand soms. Actual expenditures are 820 thousand soms, losses ? 178.8 thousand soms. Balance cost of fixed capital is 4,040.5 thousand soms. The average cost of water for 1 m3 is 3.72 soms. Because of the low fixed tariffs for consumed water and poor collection of payments, "Gorvodocanal" incurs losses. Debts of the population as of 01.11.04 is 142 thousand soms, enterprises and organizations - 54 thousand soms.
MAIN CHALLENGES:
1. Incomplete maintenance and supply of drinking water to the population. The remainder of the population uses water from open sources;
2. Travel and maintenance of the water-intake located in the Uzbek Republic;
3. 10,540 running meters of water pipeline are located in the Uzbek Republic;
4. Deterioration of the water supply systems;
5. Lack of gauges for measuring the volume of water (hydrometers) in water-intakes and that used by the population;
6. Lack of irrigation water in the town, resulting in watering the ground and park areas with drinking water;
7. Deterioration and shortage of pump units;
8. Lack of the special technical equipment (a dredge, a crane, other specialized equipment).
4.9. ELECTRICITY SUPPLY
The electricity supply is provided by a division of the open company "Jalalabadelectro" of Aksy RES. The length of overhead lines in the town: ?L-10 is 46 kms, ?L-0.4 ?? is 129 kms. Quantity of working transformer substations is 68.
MAIN CHALLENGES:
- New overhead power lines BL-0,4 ? 8 kms; ??-10 - 5 kms are required.
- Installation of 8 additional substations is required.
- Accounts receivable for 01.11.04 was 3,280 thousand soms, by the population ? 1,560 thousand soms and enterprises ? 1,720 thousand soms.
4.10. The WASTE water DRAIN
The waste water drain covers partly the central regional hospital. There are 6 public toilets in town. Establishments and the organizations have permanent fixed toilets installations.
MAIN CHALLENGES:
- 100 % restoration of the sewerage network and other constructions as required;
- Construction of a sewer network to those areas not currently serviced.
Telecommunication services in the town are provided by an affiliate of the joint-stock company "Kyrgyz Telecom" serving 2,380 numbers. There is a central automatic telephone exchange based on an ???? 100/2000 with a capacity of 1,830 numbers and a ???-1000 of 550 numbers.
The town broadcasting center had been functioning under the Kerben affiliate of the joint-stock company "Kyrgyz Telecom". Programs were broadcast in Kyrgyz and Russian languages, but because of a shortage of money the broadcasting center has stopped operating.
Also, there is "Kyrgyztelecom" which is engaged in the distribution of newspapers and magazines as well as in distribution of pensions and grants. It has a staff of 35.
MAIN CHALLENGES:
1. Low ability of the population to pay and accounts receivable of the population is 140 thousand soms, and of the enterprises and the organizations 82 thousand soms.
2. Lack of the equipment to provide the town with radio broadcasting;
3. Lack of quality telecommunication between some subscribers served by Kerben affiliate because of the automatic digital telephone exchange equipment and users of the older deteriorating analogue systems;
4. A low level of computerization, out-of-date equipment and the inability to provide wide access to the Internet and World Wide Web.
4.12. solid waste Management
Clearing and removal of trash is done by the housing and communal services of Kerben town administration. The number of subscribers is 1,330. 820 tons of trash and dirt are removed each year. Centralized refuse disposal is conducted 3-4 times a year, for the rest of the time dirt and dust is burnt and removed by the inhabitants. The disposal dump is located in the south, 5 kms out of Kerben. The dump is municipal property of the town administration. Cleaning and removal of trash is carried out by privately owned machines on a contractual price. The housing and communal services of the town do not possess the specialized machines for this purpose. Housing and communal services were organized quite recently and currently they do not have actual financial data.
MAIN CHALLENGES:
- Specialized machines (a dredge, a garbage truck, etc.) are necessary for cleaning and disposal of refuse.
- The hydraulic lifts for the installation of town lighting is required.
- There are no trash containers for the collection domestic waste.
4.13. Planning of the land tenure (PERMITS)
Preparation of the authorization documentation is the responsibility of the town administration. Designing, construction and re-profiling of buildings is conducted by the rayon department for architecture and the state register.
The time and expense for receiving authorization documents for construction are established by a Regulation of the Government:
- For major construction - 30 days;
- For individual housing construction - 7 days;
- For re-profiling - 3 days;
- For major construction under investment projects - 20 days.
MAIN CHALLENGES:
1. Lack of means to develop a general development plan for the town.
4.14. ROADS
The length of roads in the town is 201 kms. Of them: local roads - 42 kms with an asphalt covering, asphalted roads to a republican standard - 16 kms, with gravel covering - 98 kms; roads without a covering - 45 kms, sidewalks - 315 kms. Roads are served by DEP-12 and the town administration.
MAIN CHALLENGES:
- Lack of means for the major overhauls and road construction.
- Technical equipment for the construction of roads is required.
- Lack of an asphalt producing factory for carrying out maintenance of existing roads and the construction of new ones.
4.15. Gas supply
The town is not supplied with gas.
4.16. Transport
The town administration supervises public transport throughout the town via the department of municipal property. In 2004, the public transport bus routes were put out to tender. Cost of a particular route in the town is coordinated with rayon Kenesh and intercity routes with the Central transport inspectorate and authorized by the state auto inspection under the Ministry of Internal Affairs of the Kyrgyz Republic. The rayon office of the ??? authorizes inter-district and suburban transportation.
Joint-stock company "Kerben" ? Public transportation. Available: 5 long-distance routes, 14 suburban routes, inter-district routes - 2. Transport: buses - 36, cargoes - 4, automobiles - 5, total - 45 units.
Joint-stock company " Akkula" ? Cargo and freight transportation. Number of motor vehicles is 48.
There are 2 road service stations in the town, 1 airport. At the present time, the airport is operational, but because of the high prices of air tickets the population does not use the airline.
MAIN CHALLENGES:
- Absence of spare parts.
- Instability of fuel and oil prices.
- There are no means for updating the transport vehicles. Average age of the vehicles is 12-15 years
- Absence of a route between adjoining town villages such as Ak-Dobo, Kuluk-Dobo, Jetigen, Ustukan, Mamay and Kurulush;
- Inadequate or absence of bus stops in many places;
4.17. An environment
The rayon office for preservation of the environment employs two people and is engaged on issues concerning nature protection and ecology. For the improvement of the ecology of the town, the ?Territorial - complex program on the preservation of the town environment? was developed. Its objectives are to develop plans to improve the air, ground water and underground water and also to indication areas of potential landslips and mudflow dangers, boggy and overflowing ground areas used for gardening. Generally speaking, the ecological conditions in the town correspond to recognized norms.
There is a burial place for dead animals ? the burial hole "Tashmoynok" requires a major overhaul.
The much importance is given to the display in the town of banners, posters, statues, etc and then repair of the town?s monuments and obelisks. However, many monuments proclaiming the accomplishments of the town and its residents are not being carried out due to a lack of funding.
MAIN CHALLENGES:
1. Lack of irrigation water for plants, gardens and parks during the summer.
2. Shortage of money for sanitary clearing, gardening and refuse disposal
5. THE BASIC PARAMETERS OF THE TOWN BUDGET
Actual expenditures in the budget of 2003 were 4.9 million soms including 380 thousand soms for municipal services. The plan for revenues for 2004 was 9.6 million soms, and authorized expenditures on municipal services were 557 thousand soms. However, the government has allocated additional money which has increased revenues raising the budget to 10 million soms, including charges for municipal services at a rate of 917 thousand soms.
Actual expenditures for 2004 were 10.0 million soms, out of which: 58.5 % have been channeled to education and 27.3 % to public health services, leaving only 14.2 % for other purposes. In 2004, expenditure per inhabitant in the budget was about 446 soms.

16 NGO?s are registered and operate in Kerben. In the field of the consumers rights protection - 1, education and science - 1, charities - 5, aid to invalid children - 1, ??? and ??? - 1, veterans of the Second World War - 1, soldiers of "Afghanistan" - 1, youth - 1, women-1, refugees-1, public health services - 1, attracting investments - 1 NGO Aybek under the "Aybek" Public Fundswhich annually attracts about 5 million soms for communities and for the NGOs of Aksy, Alabuka and Chatkal rayons. This NGO also has attracted 9,567 million soms in 2004.
There are 7 mosques in Kerben town.

The newspaper ?Aksy Turmushu? is being issued in Kyrgyz language, distributed once a week with a circulation of 1,500 copies.
