of participants of a round table "On course of realization the National strategy of decentralization of public administration and development of local self-government in the Kyrgyz Republic till 2010"

Over past years, certain work has been done by public authorities and local self-government bodies with the assistance of international and civic organizations, within the bounds of realization the National strategy of decentralization. Legislative and normative base of local self-government has been created, local communities have public property, municipal service has been organized, local self-government bodies have received administrative and financial independence. And as a result, incomes of local budgets have considerably increased, city and rural municipalities have been permitted to make comfortable and put to rights its territories and to solve another important social problems.
Concluding stage of realization the National strategy has to strengthen potential of local community when solving local problems.
At once, there are some questions which have to be discussed and then assume the measures for its realization.
We are, participants of the round table - heads of city and rural local self-government bodies, after hearing and discussion a report of the secretary of state of the National agency on the matters of local self-government of the Kyrgyz Republic B.Fattahov "On the Plan of activity for 2008-2010 within the bounds of realization of the National strategy of decentralization of public administration and development of local self-government till 2010", adopt following Resolution:
1. Successive policy on formation local self-government in Kyrgyzstan, first of all in the legislative field, pursued by public authority, has not been developed in practice properly yet. In this connection, available status of local self-government has to be increased. From the experience of countries with developed democracy, Coordinating Council on local self-government under the President of the Kyrgyz Republic or under the Prime-minister should be established and delegated with considerable authorities related to local self-government;
2. A new draft of the tax code, submitted to Jogorku Kenesh, limits financial independent and interest of local self-government bodies in increasing profitable base of local budget. Real estate tax and 50% of sales tax have to be related to 2 kinds of local tax (land tax and hotel tax) which are presented in the new draft of the Tax Code;
3. Public property is economic base of local self-government but it is not used efficiently. In some ail districts the procedure of reception of objects has not been implemented in full, many city and rural municipalities have not registered its objects in the state register because of lack of means in local budget. Local self-government bodies have to finish transfer of objects into the municipal ownership till the end of the year and provide for means in local budget for 2009 for registration of objects including municipal land in the state register.
The participants of the round table express gratitude to all of international organizations and, first of all, to UNDP and Urban Institute for their long-term assistance in development of local self government in Kyrgyzstan and in increasing potential of city and rural LSG bodies.
